Because Microsoft has taken down Windows 7 downloads in August 2021, I couldn’t make complete archives of the available ISOs so as the next best thing, I’ve made an all in one ISO that contains:
- Windows 7 Home Basic SP1 x64
- Windows 7 Home Premium SP1 x64
- Windows 7 Professional SP1 x64
- Windows 7 Ultimate SP1 x64

INTRODUCTION
Windows 7 language packs are available for computers that are running Windows 7 Ultimate or Windows 7 Enterprise. The Windows 7 language packs can be installed only from the Optional Updates section in Windows Update. However, these language packs are not available on the Microsoft Windows Server Update Services (WSUS) server or through the Microsoft Download Center.

How to install a Windows 7 language pack
To download and install a Windows 7 language pack, follow these steps:
-
Start Microsoft Update. To do this, click Start , type Windows Update in the Search programs and files box, and then click Windows Update in the Programs list.

Click the optional update links for the language packs.
Note If the optional update links cannot be found, click Check online for updates from Microsoft Update to search the optional updates.

Under the Windows 7 Language Packs category,select the desired language pack.
Note If you install many additional language packs, the disk space and system performance are affected. In particular, disk space and system performance are affected during servicing operations, such as Service Pack installations. Therefore, we recommend that you only add a language pack to your computer if you will use the language pack.

Click OK, and then click Install updates to start the download and installation process.
How to change the interface of Windows 7 after a language pack is installed
When you install a language pack, you can change the interface language of Windows 7 to the language that you select.
Language packs also let multiple users who share a computer select distinct display languages. For example, one user can select to see the dialog boxes, menus, and other text in Japanese, whereas another user can select to see the same content in French.
To change the display language, follow these steps:

Click Start, and then type Change display language in the Start Search box.

Click Change display language.

In the drop-down list that appears, select the language that you want, and then click OK.
How to uninstall a Windows 7 language pack
To uninstall a language pack, follow these steps:

Click Start, and then type Uninstall display language in the Start Search box.

Click Install or uninstall display languages.

Click Uninstall display languages.
-
Select the language or the languages that you want to uninstall, and then click Next.

Follow the rest of the steps to uninstall this language or these languages.
After you install the desired language packs, you can hide unwanted language packs in Windows Update. To hide unwanted language packs in Windows Update, follow these steps:

Click the Windows 7 Language Packs category in the Select the updates you want to install page to highlight all the language packs.

Right-click the highlighted updates, and then select Hide update.

Most of you actively dealing with Windows 7 deployments probably know about the Multilanguage Packs for Windows 7 , but since I do still get questions about this every now and then, I thought it’s worth to do a brief recap on this subject.
For the sake of simplicity I’ve created a Q&A based summary.
Q: What is the default language of Windows 7
A: The Windows 7 (as Vista) core operating system is language agnostic. In terms of licensing and language support Microsoft has the following definitions:
a) Single Language Editions (Windows 7 Starter, Home Basic, Home Premium, Professional)
b) Multilingual Editions (Windows 7 Enterprise, Windows 7 Ultimate)
A single language edition can only support one language when used by the end-user. The multilingual editions allow installing one or multiple language packs where the user can at any time configure and use their preferred language.
So if you buy a Windows 7 Home Premium license in the Netherlands you basically get the Windows 7 Home Premium installation media with the Dutch language pack pre-installed. You will also notice that when buying a new computer users often are asked to select a language, in this case the hardware vendor has preloaded several language packs, but only one language pack is allowed to remain active after installation.
Windows 7 Enterprise installation media by default is provided with the English language pack enabled, additional language pack support can be provided by either pre-installing one or more language packs within the corporate image or deploying them via software distribution mechanisms such as Microsoft SCCM.
Q: What is a language pack?
A: A language pack contains all resources (files) needed to provide a localized User Interface for all components included within the Operating system, but not for applications that you install on top of that. Note that some products such as Microsoft Office 2010 requires separate language packs to be installed to localize the application. One good example is Internet Explorer. Windows 7 by default has Internet Explorer 8 included, when installing the operating system Multilanguage pack, IE8 is localized as well, but as soon as you upgrade IE8 to IE9 you will also need to install IE9 language packs separately.
Q: What languages are supported?
A: For Windows 7 35 language packs are available. The below table lists all supported languages.

Q: What if my language is not listed?
A: Beside the Language Packs which provides 100% UI localization coverage Microsoft also provides so-called LIP packages (partial language packs). More details about the differences between LP and LIPS can be found here
Q: I just recently upgraded to Windows 7 “Service Pack 1” anything to consider with regard to Language Packs?
A: Yes, you must update your existing Windows 7 RTM Language pack sources with the new ones released for Windows 7 Service Pack 1.

Multi-language support is native in Windows 7 Enterprise and Ultimate editions only. Windows 7 language packs provide a translated version of most of the user interface. Before you can install a display language, you need access to the language files. These files can be found on your computer, a computer in your network, or your Windows DVD. They can also be downloaded from the web.
NOTE: Language packs are available in Windows 7 Ultimate through Windows Update as optional updates. They aren’t installed automatically. If you’re using Windows 7 Enterprise, contact your system administrator for information about installing additional languages.
