It’s very expensive commercial software (costs thousands) that can virtualize some apps. It is popular in the warez (stolen software) scene.

In the future, please don’t ask for links or an e-mail or an illegal software or other illegal materials in these forums. We only permit open source software and soon portable freeware will be allowed to be promoted.
Windows Live Mail is copyrighted software, and therefore portable packaging or modification is illegal. Also, it’s best not to post your e-mail in a forum (or anywhere else on the net) as you will begin receiving much more spam than you can handle.
As for alternate choice, Thunderbird Portable with the webmail extension mentioned on the Thunderbird help pages works fine for downloading Hotmail e-mail.

The Windows Live «Suite,» as Paul Thurrott calls it, is basically a suite of applications (Messenger, Mail, Writer (blogging), SkyDrive (online storage), Photo Gallery, and more) that are integrated with a web interface (web apps) and a mobile interface (for Windows Mobile, Blackberry, etc). Pretty cool, if only it were OpenSource.

A minor quibble
As I understand it, virtually any software is copyrighted, even if it is only intrinsic.
The question is not whether it is copyrighted, but whether the license permits distribution.
... and soon portable freeware will be allowed to be promoted.
The freeware you mention is copyrighted, but the license permits free distribution and use. See the difference?
I’m pretty sure you are right, though, about the license to Windows Live Mail not permitting it to be redistributed by PortableApps (although IANAL and I haven’t looked at it).
Maybe I’m just mentioning a distinction without a difference.

Windows Live Mail & Mdash; is a free mail client from Microsoft that replaces Windows Mail, which was distributed with Windows Vista. It is able to receive mail from the server, distribute messages to folders, create new messages in the built-in editor and send them to recipients.
