If you are going to copy or recover files from a Windows 98 machine then the best a quickest option is using a USB stick on a free USB port or on a USB card that might have been installed. Typically Mass Storage Drivers are not in Windows 98 and will need to be installed. Below the very small driver files will allow you to see a formatted Fat/Fat32 memory stick. Please backup any files that are already on the memory stick before inserting into a Windows 98 machine, the older low powered USB port were unreliable and could easily corrupt the USB stick.
These drivers are a mix of official and unofficial upgrades, put together by a Windows 98 enthusiast called Maximus-Decim and these will upgrade/replace parts of Windows 98 in order for USB HUB/Ports to read the device. Install at your own risk. (or at least extract the exe files with 7zip and examine them.)
Install Instructions
1.Remove ALL drivers USB flash drives.
2.Remove ALL drivers USB 2.0 controllers.
3.Remove ALL USB 1.1 and 2.0 controllers and devices.
4.Remove ALL unknown devices.
5.Install Drivers and reboot.
6.After detection new USB 1.1 and 2.0 controllers
(if it will occur) too it is necessary to be reboot.
Remember! You install it at own risk!

нашел универсальный USB mass storage device driver для Windows 98.
протестировал на windows 98 SE Rus. Мою Transcend Jet Flash V30 16Gb прочитал на ура, только пришлось прямо в 98 ее форматнуть. Ipod 120Gb к сожалению не прочитал, но видимо 98-я не умеет с такими объемами работает.для установки запускаем nusb33e.exe потом перезагружаем, вставляем флешку, винда находит новое устройство, ищем дрова в папке Windows.
P.S. версия по заявлению авторов для английской версии 98-й , но встала на русскую. Правда меню «Пуск» стало английским.

на 4 ГБ флешку98 увидел -но почему то выскакивает ошибка с предупреждением что «ПРИЛОЖЕНИЕ БУДЕТ ЗАКРЫТО!!!».закрываешь «мой компьютер» и снова запускаешь- все нормально работает-что за глюк???

А вдруг чел ищет способ подрубления флешки на 98, а не знает, что и как искать?
Тема очень поможет! =)Сам искал оооочень долго, рывшись в говне дня два. Потом еле нашёл.

Windows 98 USB Storage Driver
This enables the use of USB flash drives in Windows 98. Very convenient, but without USB 2.0 it can be quite slow. Still, better than nothing.

*Native (without installation of additional drivers
for each type) support USB flash drives, digital
photo and videocameras and other similar devices.
*Universal Stack USB 2.0 (without installation
of additional drivers for each chipsets)
with uninstall.
1.Remove ALL drivers USB flash drives.
2.Remove ALL drivers USB 2.0 controllers.

4.Install NUSB 3.21 and reboot.
5.After detection new USB 2.0 controllers
