Well, no actually. XAP is the old application package file. The new one is .appx. But appx is still the package file. The apps actually ARE .exes. However, you can’t run classic Win32 apps (even though they’re .exe) on Windows 10 Mobile, because of the different architecture.

Are you sure you don’t mean Windows 10 desktop? Mobile is the phone one.
Since you are comparing desktop applications it means you are likely talking about Desktop.
You can right click on the exe file and find Compatibility mode and select Windows 7 and see if it runs after that.

exe is the native format of Windows and Windows Phone but it doesn’t mean you can copy exe file from your pc and run it.
PC exe files are based on X86 and X64 but Mobile exe files are ARM and they are completely different

ARM compiled EXEs can run using my CMD in SSH solution (that @gus33000 automated in Interop Tools). Aside from that, you CAN run a .NET 4/4.5 Console app if it’s named specific names (which I explain here: http://xdaforums.com/showthread.php?t=3185766).
Weird… I made a custom C++ console app and it worked fine in console.
