1. Open Services snap-in by running services.msc command.
2. Try to identify the dependency services for the service with which you’re facing the issue. Then attempt to stop them. In our case, the dependency service which Network List Service, also failed to stop with same error. It is the real culprit which prevented stopping of Network Location Awareness service.
3. So we double clicked on the service and noted down its Service name.
4. Then we opened Task Manager and switched to Services tab. Now we were able to locate the service here with its Service name obtained from previous step. Now we noted down its process ID (PID).
5. Next, we switched to Details tab on Task Manager and searched for PID we got in previous step. Now we’re able to locate the host which was carrying the problematic process. We selected this host and hit End task button.
6. A confirmation prompt immediately appeared to block/confirm us for this operation. We hit End process button then.
7. This finally stopped the problematic process and we confirmed the same from Services tab.
We also checked the Services snap-in and re-confirmed that the service was stopped.

Обычно такой эффект возникает, если какая-либо линия связи не может завершиться, например, пытается соединиться по несуществующему IP и этим блокируется. Кнопки запуска/остановке в оболочке Коммуникатора делают то же самое, что и средства Windows.

Решил рассказать об одном способе, который скорее всего поможет убрать ошибку: «Ошибка при разрешении общего доступа к подключению к Интернету (null)». Эта ошибка очень часто появляется при попытке открыть общий доступ к интернету. Когда мы хотим раздать интернет по Wi-Fi со своего ноутбука, или компьютера.
К статьям по настройке виртуальной точки доступа в Windows 10, 8 или Windows 7 очень часто наблюдаю вопросы связанные с проблемами при разрешении общего доступа к интернету. Некоторые решения я уже описывал в статье не удается предоставить общий доступ к интернету по Wi-Fi в Windows 10. Сегодня мы рассмотрим вот такую ошибку:
Как только мы ставим галочку возле пункта «Разрешить другим пользователям сети использовать подключение к Интернету данного компьютера», сразу наблюдаем сообщение «Ошибка при разрешении общего доступа к подключению к Интернету». По своему опыту могу сказать, что ошибки в этот момент могут появляться самые разные. Ну и решения, скорее всего, так же будут разными.
Как я заметил, и сегодня в очередной раз в этом убедился, эта ошибка появляется из-за отключенного встроенного в Windows брандмауэра. Причем не важно, Windows 7 у вас, или Windows 10. Поэтому, нужно проверить настройки брандмауэра, и саму службу. Если он отключен, то включить его. После этого ошибка должна исчезнуть, а вы сможете раздать интернет со своего компьютера.
Решение ошибки при разрешении общего доступа к интернету в Windows
Я буду показывать на примере Windows 10. Но если у вас например семерка, то проблем возникнуть не должно, там примерно все так же.
Нам нужно зайти в «Службы». Для этого можно нажать правой кнопкой мыши на «Компьютер», или «Этот компьютер», и выбрать «Управление». Так же, «Службы» можно найти через поиск в Windows 10.
Дальше переходим в «Службы», ищем в списке службу «Брандмауэр Windows», нажимаем на нее правой кнопкой мыши и выбираем «Свойства».
Ставим тип запуска «Автоматически», и нажимаем на кнопку «Запустить». Затем нажимаем на «Применить», и «Ok».
После этого пробуем открыть общий доступ. Если не получится, то можете еще перезагрузить компьютер, и попробовать снова.
Так же можно проверить параметры брандмауэра через панель управления. Можно найти через поиск по запросу «брандмауэр».
Если все получится, то вы сможете без проблем разрешить общий доступ к интернету.

Ошибка при входе в Диспетчер учетных данных
При входе в Диспетчер учетных данных система выдает ошибку: «Служба в настоящее время не может принимать команды.» Тем не менее окно открывается. Однако после перезагрузки ошибка появляется снова. Заранее спасибо за помощь!
Откройте Панель управления — Администрирование— Службы. В окне служб найдите строку «Диспетчер учетных данных» и нажмите по ней правой кнопкой мыши. ВыберитеСвойства. В окне описания службы, измените тип запуска на «Авто» и нажмите кнопку Применить. После этого, нажмите по кнопкеЗапустить (Пуск или Старт) и клавишуОК.
После этих действий проверьте запуск окна Диспетчера учётных данных.

Служба не может принимать команды
Зависшая служба Windows не реагирует на команды запуска и остановки.
Управление службой через стандартную оснастку недоступно. Использование команды sc также не дает результата.

Отлично, спасибо огромное! Были проблемы со звуком на windows 10. Описанная методика помогла, audiosrv не перезапускался и не работал, все время был в статусе «остановлен» при попытке через диспетчер служб перезапустить выдавалось «одна копия службы уже запущена».
Ошибка 0x80070425 может появляться на операционных системах Windows при открытии Диспетчера учетных данных. Происходить это может из-за неправильного функционирования этой службы. Текст ошибки гласит следующее: «Ошибка диспетчера учетных данных. Ошибка при выполнении этой операции. Код ошибки: 0x80070425. Сообщение об ошибке: Служба в настоящее время не может принимать команды.»
Для начала нам нужно выполнить проверку этой службы и возможно даже выполнит ее перезапуск. Для этого сделайте следующее:

Когда услуга получает сообщение «stop», например, она считается в состоянии «остановки» менеджером службы. В состоянии «останова» он не может принимать конфликтующие команды, например «start». Когда это произойдет, вы получите сообщение, которое вы указали.
Когда сообщение зависает в коде обработки сообщения, или для обработки команды требуется много времени, вы можете получить эту проблему. Вы можете подождать минуту или две, надеясь, что это всего лишь временная проблема, которая будет решена сама по себе. По моему опыту, это редко бывает.
Эта проблема вызвана тем, что служба информации о приложениях не отвечает на запросы о повышении количества приложений к администратору, вызывая сообщение об ошибке.
Проверьте все автоматические службы, поскольку некоторые из них могут остановиться и запустить их снова.
