Hello Windows Insiders, today we are releasing Windows 11 Insider Preview Build 23565 to the Dev Channel. We are releasing ISOs for this build – they can be downloaded here.
To celebrate the 9-year anniversary of the Windows Insider Program this month, we are releasing two new special desktop backgrounds for you to download and use with Insider Preview builds. Changes and Improvements
[Copilot in Windows*]
- Copilot in Windows now shows the new icon on the taskbar.
[Windows Spotlight]
- We are trying out Windows Spotlight on desktop on by default as the default background for upgrades where Insiders are using one of the inbox default desktop backgrounds. We are trying this experience out with a limited number of Insiders at first.
Fixes
[File Explorer]
- Fixed a few issues impacting File Explorer reliability.
- Fixed an underlying issue which could cause File Explorer windows to hang for OneDrive users.
- If there are a lot of images to load in Gallery, it will now show a loading state rather than implying Gallery is empty while it loads.
NOTE: Some fixes noted here in Insider Preview builds from the Dev Channel may make their way into the servicing updates for the released version of Windows 11.
Known issues
[Start menu]
- Some apps under All apps on the Start menu, such as PWA apps installed via Microsoft Edge, may incorrectly be labeled as a system component.
[Copilot in Windows*]
- Some Windows Insiders in the Dev Channel in global markets where Copilot in Windows is available* in preview who are on the Home edition of Windows 11 Insider Preview builds may notice that Copilot in Windows has disappeared from the taskbar. We’re working to resolve this issue in a future flight.
- When first launching or after refreshing Copilot in Windows while using voice access, you’ll need to use “Show grid” commands to click in the “Ask me anything” box for the first time.
For developers
You can download the latest Windows Insider SDK at aka.ms/windowsinsidersdk.
SDK NuGet packages are now also flighting at NuGet Gallery | WindowsSDK which include:
- .NET TFM packages for use in .NET apps as described at aka.ms/windowsinsidersdk
- C++ packages for Win32 headers and libs per architecture
- BuildTools package when you just need tools like MakeAppx.exe, MakePri.exe, and SignTool.exe
These NuGet packages provide more granular access to the SDK and better integration in CI/CD pipelines.
SDK flights are now published for both the Canary and Dev Channels, so be sure to choose the right version for your Insider Channel.
Remember to use adaptive code when targeting new APIs to make sure your app runs on all customer machines, particularly when building against the Dev Channel SDK. Feature detection is recommended over OS version checks, as OS version checks are unreliable and will not work as expected in all cases.
About the Dev Channel
REMINDER: The Dev Channel has been rebooted. Windows Insiders who were in the Dev Channel on 25000 series builds have been moved to the new Canary Channel. Going forward, the Dev Channel will receive 23000 series builds. Insiders who were moved to the Canary Channel and want to move back to the Dev Channel can follow these instructions to do a clean installation of Windows 11 and then re-join the Dev Channel to receive 23000 series builds.
The Dev Channel receives builds that represent long lead work from our engineers with features and experiences that may never get released as we try out different concepts and get feedback. It is important to remember that the builds we release to the Dev Channel should not be seen as matched to any specific release of Windows and the features included may change over time, be removed, or replaced in Insider builds or may never be released beyond Windows Insiders to general customers. For more information, please read this blog post about how we plan to use the Dev Channel to incubate new ideas, work on long lead items, and control the states of individual features.
In some cases, features and experiences may go out to the Canary Channel first before going out to the Dev Channel however the Dev Channel will provide better platform stability. As we get closer to shipping, some features and experiences will also make their way to the Beta Channel when they are ready.
The desktop watermark you see at the lower right corner of your desktop is normal for these pre-release builds.
*Availability of Copilot in Windows: Copilot in Windows in preview is being rolled out gradually to Windows Insiders in select global markets. The initial markets for the Copilot in Windows preview include North America and parts of Asia and South America. It is our intention to add additional markets over time.

More intelligent text actions in Click to Do with options to Summarize, Create a bulleted list, or Rewrite.
Click to Do leverages the capabilities of Phi Silica, the on-device Small Language Model (SLM) that is built right into Windows. Results from our local model will show directly inline and if you’re happy with the rewrites you can copy them directly to your clipboard for use anywhere.
The intelligent text actions are available when your default language is set to English, at least 10 words are selected, and you’re signed in with either a Microsoft account or Microsoft Entra account. You can learn more about using Click to Do here.

Changes and Improvements gradually being rolled out to the Dev Channel with toggle on*
[Click to Do (Preview)]
- For Windows Insiders using French or Spanish as their primary language on their PC, Click to Do will temporarily only provide Summarize, Create a bulleted list, Refine as intelligent text actions. Rewrite and its options, including Refine, will return in a future update.
[Dynamic Lighting]
- Dynamic Lighting compatible devices can now be safely removed using the “Safely Remove Hardware and Eject Media” taskbar icon.
[Settings]
- The new agent in Settings experience is currently beginning to roll out to Windows Insiders in the Beta Channel first and once the right ML models are set up for the Dev Channel, we will begin rolling this experience out in the Dev Channel with a future flight.
- We’re making it easy to find answers to common questions about your PC and Windows 11 with a dedicated FAQs section on the Settings > System > About page, providing quick and helpful insights for using your PC all in one place. Fixes gradually being rolled out to the Dev Channel with toggle on*
[Start menu]
- Fixed a few crashes impacting Start menu reliability for Insiders in recent flights.
[File Explorer]
- Fixed a deadlock which could occur when loading File Explorer Home, causing it to hang.
- Fixed an issue where Shared by and Activity information was missing in the tooltip when hovering over recent documents in File Explorer Home.
- Fixed an issue which could cause explorer.exe to crash when closing File Explorer.
[Voice Access]
- Fixed an issue which was causing voice access crashes when using Spanish.
[Taskbar]
- Fixed an issue where when using Tab and Shift + Tab to move keyboard focus around the taskbar, if you went backwards at least once you could get keyboard focus stuck on the taskbar frame, which would potentially lead screen readers to just say “pane”.
- Fixed an issue which could cause the media controls in the preview windows for apps in the taskbar (that support it) to flicker.
[Windows Spotlight]
- Fixed an issue where the Windows Spotlight flyout for “learn more about this picture” (when using it as your desktop background) might get stuck above other app windows.
[Live captions]
- Fixed an issue causing live captions to crash in the previous build.
[Other]
- Improved the colors used in MMC when items are selected, both generally, and when contrast modes are enabled.
- Fixed an underlying issue which could make some apps like Word hang when trying to print.
Known issues
[General]
- After you do a PC reset under Settings > System > Recovery, your build version may incorrectly show as Build 26100 instead of Build 26200. This will not prevent you from getting future Beta Channel updates, which will resolve this issue.
- [NEW] The option to reset your PC under Settings > System > Recovery will not work on this build.
[Xbox Controllers]
- Some Insiders are experiencing an issue where using their Xbox Controller via Bluetooth is causing their PC to bugcheck. Here is how to resolve the issue. Open Device Manager by searching for it via the search box on your taskbar. Once Device Manager is open, click on “View” and then “Devices by Driver”. Find the driver named “oemXXX.inf (XboxGameControllerDriver.inf)” where the “XXX” will be a specific number on your PC. Right-click on that driver and click “Uninstall”.
[Recall (Preview)]
- [REMINDER] You are always in control and can always choose to remove Recall anytime via “Turn Windows features on or off”. Removing Recall will delete entry points and binaries. Like any feature, Windows sometimes keeps temporary copies of binaries for serviceability. These Recall binaries are not executable and are eventually removed over time.
- [REMINDER] Make sure you update Microsoft 365 apps to the latest version so you can jump back into specific documents.
[Click to Do (Preview)]
- [REMINDER] The intelligent text actions are now locally moderated to ensure the safety of prompts and responses and has replaced the cloud endpoint. Now that these intelligent text actions are fully local, they are also available in Click to Do in Recall.
- [REMINDER] If any of your actions on image entities are no longer appearing, please ensure you have the latest updates for the Photos and Paint app from the Microsoft Store.
The following known issues will be fixed in future updates to Windows Insiders:
- [NEW] Image actions may not show up in Click to Do.
- [NEW] Windows Insiders on AMD or Intel™-powered Copilot+ PCs may experience long wait times on the first attempt to perform intelligent text actions in Click to Do after a new build or model update.
- [NEW] For Windows Insiders in the Dev Channel, Click to Do’s intelligent text actions may not offer support for Spanish or French.
[Improved Windows Search]
- [REMINDER] For improved Windows Search on Copilot+ PCs, it is recommended that you plug in your Copilot+ PC for the initial search indexing to get completed. You can check your search indexing status under Settings > Privacy & security > Searching Windows.
[Start menu]
- We’re investigating reports that clicking your profile picture isn’t opening the Account Manager for some Insiders after the last flight.
[Task Manager]
- After adding the new CPU Utility column, you may notice that System Idle Process always shows as 0.
- The CPU graphs in the Performance page are still using the old CPU utility calculations.
[Narrator]
- [NEW] We are investigating an issue where the richer image descriptions on your Copilot+ PC with Narrator do not work.
[Voice Access]
- [NEW] We are investigating an issue where support for more descriptive and flexible language on Copilot+ PCs does not work as expected.
Entra ID support for AI features in Paint and Notepad
We are rolling out Entra ID support for AI features in Paint (version 11.2503.381.0 and higher) and Notepad (version 11.2503.16.0 and higher) to Windows Insiders on IT-managed PCs in the Canary, Dev, and Beta Channels. This update enables commercial customers to access AI features that were previously limited to consumers. In Paint, Entra ID unlocks access to Cocreator, which generates images by combining a sketch and text prompt and Generative Fill, which adds new elements to selected areas of a canvas based on descriptive input. These tools help teams explore ideas visually and speed up creative workflows. In Notepad, Entra ID unlocks the ability to quickly summarize or rewrite text content.
Reminders for Windows Insiders in the Dev Channel
- Windows Insiders in the Dev Channel receive updates based on Windows 11, version 24H2 via an enablement package (Build 26200.xxxx).
- Updates delivered to the Dev Channel are in a format that offers a preview of enhancements to servicing technology on Windows 11, version 24H2. To learn more, see Introducing Windows 11 checkpoint cumulative updates | Windows IT Pro Blog.
- Many features in the Dev Channel are rolled out using Control Feature Rollout technology, starting with a subset of Insiders and ramping up over time as we monitor feedback to see how they land before pushing them out to everyone in this channel.
- For Windows Insiders in the Dev Channel who want to be the first to get features gradually rolled out to you, you can turn ON the toggle to get the latest updates as they are available via Settings > Windows Update*. Over time, we will increase the rollouts of features to everyone with the toggle turned on. Should you keep this toggle off, new features will gradually be rolled out to your PC over time once they are ready.
- Features and experiences included in these builds may never get released as we try out different concepts and get feedback. Features may change over time, be removed, or replaced and never get released beyond Windows Insiders. Some of these features and experiences could show up in future Windows releases when they’re ready.
- Some features in active development we preview with Windows Insiders may not be fully localized and localization will happen over time as features are finalized. As you see issues with localization in your language, please report those issues to us via Feedback Hub.
- Please note that some accessibility features may not work with features like Recall and Click to Do while in preview with Windows Insiders.
- Because the Dev and Beta Channels represent parallel development paths from our engineers, there may be cases where features and experiences show up in the Beta Channel first.

UPDATED 8/6/2024: As part of the Windows 11 development process, the Windows Insider Program allows developers, businesses, and enthusiasts to access early builds of the operating system to test new features and changes and validate software and drivers before they become available. In this guide, you can track the history of every Windows 11 Insider Preview build for computers, including information about their release date, changelog summary, build number, and more.
The Microsoft Windows Insider Program has four readiness levels: Canary, Dev, Beta, and Release Preview Channels. The Canary Channel includes previews for the latest platform changes early in the development cycle. These builds can be unstable and are released with limited to no documentation, and they are only recommended for highly technical users. These previews will usually include changes the company may be working on for future versions of the operating system.
The Dev Channel is for advanced users since previews may contain some bugs. Typically, these builds are unstable. You will encounter errors and problems and may have to use workarounds to resolve problems. This flight will include the latest changes to the current version of the operating system.
The Beta Channel is for anyone who wants to test upcoming features or validate applications and deployments. The builds in this channel are somewhat stable, but you may still run into issues. Also, features in this channel are expected to ship in the final release of Windows 11.
Finally, the Release Preview Channel offers the final build of the next version of Windows 11 before it is available to everyone, with advanced quality updates and certain key features.

Starting on May 11, 2022, Microsoft has separated the active development branch, meaning that Dev Channel builds are no longer tied to any specific version of Windows 11. Windows 11 22H2 is the third feature update of the operating system.
Version 23H2 is a new version the company will make available through an enablement package. The update is small but includes various visual improvements across the desktop and system components, such as the Settings app. It also introduces a new version of File Explorer with modern programming code and a new Gallery page. Windows 11 21H2 Insider Preview build history
Windows 11 is a new operating system based on Windows 10, expected to arrive in the fall of 2021. Some of the features and changes planned for this new version are already available through the Dev Channel.

Join Windows Insider Program
On Windows 11, using the Settings app, you can join your device into any of the three testing channels to get early access to new features and enhancements.
To join the Windows Insider Program, use these steps:

Open Settings.

Click on Update & Security.

Click on Windows Insider Program.

Click the Get started button.
-
Click the Link an account button.
-
Sign in with your Microsoft account.
-
Click the Continue button.
-
Under the “Pick your Insider settings” section, select the previews you want to test, including:
- Dev Channel — Includes new features as soon as they’re ready, but builds are unstable.
- Beta Channel — Includes new features and enhancements expected for the next version of Windows 11. The previews are more stable, but you may still run into issues.
- Release Preview Channel — Includes the final version of Windows 11, minus some quality updates.

Click the Confirm button.

Click the Confirm button to agree to the terms and conditions.

Click the Restart button.

Open Settings after the reboot.

Click on Update & Security.

Click on Windows Update.

Click the “Check for updates” button.

Once you complete the steps, the latest preview build of Windows 11 available in your selected channel will download and install on your computer.
Change Windows Insider Program channel
You can always switch between channels to test different builds, but you can’t roll back to the current version of Windows 11 without reinstallation.
To change Insider channels, use these steps:

Open Settings.

Click on Windows Update.
-
Click on Windows Insider Program.
-
Click the “Choose your Insider settings” option.
-
Select a different Insider channel of Windows 11 – for example, Canary Channel, Dev Channel, Beta Channel, or Release Preview Channel.
-
Restart your device.
-
Open Settings after the reboot.
-
Click on Windows Update.
-
Click the “Check for updates” button.
-
Click the Restart button.
-
After completing the steps, the new build from the selected active channel will download and install on the device.

Stop Windows Insider Program builds
Although you can’t roll back to the current release of Windows 11 (unless you perform a clean installation), you can use an option to opt out of the program, which will continue to download Insider builds. However, the device will gracefully be removed from the program once the final version is released.
Stop Windows Insider Preview builds
To stop getting Insider builds of Windows 11, use these steps:

Open Settings.
-
Click on Windows Update.
-
Click on Windows Insider Program.
-
Click the “Stop getting preview builds” option.
-
Turn off the toggle switch to set the settings.
Quick note: At this time, Microsoft is not offering a way to opt out of the program gracefully. If you want to roll back to a previous version, you must perform a clean install of Windows 10.
Once you complete the steps, the device will no longer receive Insider builds once the final version is installed.
It is official: Windows 11 24H2, or Windows 11 Version 2024 will be coming later this year.
This announcement comes after Microsoft confirmed that the new version is already in development through the Windows Insider Program. The Windows 11 Insider Preview Build 26052 was released to the Dev and Canary channels earlier this week, and with this update, the Windows version has been upgraded to 24H2.
That said, Microsoft has not mentioned an exact date of release for the operating system. However, it can be speculated that it will be released in the second half of 2024, and somewhere in September or October 2024.

Windows 11 24H2 release date
As mentioned above, the release date for Windows 11 24H2 is still unconfirmed.
In the past, Microsoft adapted the bi-annual feature update cadence for the Windows operating system. However, with the original Windows 11 release, they shifted to the annual feature update release for both Windows 11 as well as Windows 10.
All previous annual updates have been released in the second half of the year. For example, Windows 11 22H2 was released on 20th September 2022, and Windows 10 22H2 was released on 18th November 2022. Based on this, we can expect that Windows 11 24H2 will be released in the second half of 2023.
Looking at the Windows release history, it is safe to assume that Windows 11 24H2 will become generally available in September or October 2024.
Update to Windows 11 24H2 today
At the moment, Windows 11 24H2 is not available to download. This section will be updated as soon as Microsoft makes the ISO available. However, that does not mean that you cannot get your hands on Windows 11 24H2.
As mentioned earlier, Microsoft has made Windows 11 24H2 available on the Dev and Canary channels of the Windows Insider Program with Build 26052. So if you want to get your hands on Windows 11 24H2, you must be subscribed to the Dev or Canary Insider Program. But even before that, your Microsoft account should be registered for the Windows Insider Program.
If registered, here are the steps to join either of Windows insider channels:

In a Windows 11 PC, open the Settings app by pressing the Windows key + i.

Click “Windows Update” on the left.

Then click “Windows Insider Program“.

Now log in with the Microsoft account registered with the Windows Insider Program.

Next, select either the Dev channel or the Canary channel, and click Continue.

Once the computer restarts, return to the “Windows Updates” settings page and click “Check for updates“.

Microsoft has also made Windows 11 24H2 ISO available for download. However, the ISO is for an Insider release, so you will need to be registered with the Windows Insider Program to download it.
Here are the steps to download the Windows 11 24H2 ISO image right now:

Open the Windows Insider Preview Downloads page.

Click the “Sign in” button in the top-right corner.

Enter your Microsoft account credentials registered with the Insider program and sign in.

Now scroll down and select “Windows 11 Insider Preview (Canary Channel) – Build 26058“, and then click Confirm.
Note: The build number for the ISO may have changed when you are downloading it. Make sure that the build number is higher than “26058”.

Now select a preferred language from the drop-down and click Confirm.

Update: An ISO image can now be downloaded through the official Microsoft Windows Insider Program website after Microsoft made it available.
Microsoft still has not released an official ISO image file for Windows 11 24H2. However, you can still download it using a third-party website known as UUP-Dump. Here is how:

Open the UUP Dumps website and click Downloads.

Click on the build “Windows 11 Insider Preview 10.0.26052.1100 (ge_release) amd64“.
Note: If you are downloading Windows 11 24H2 at a later time, a newer build might also be available. You can download that, and it should also be Windows 11 24H2.

Select a preferred language and click Next.

Now select the Windows edition(s) that you might want to install and click Next.

Select “Download and convert to ISO“.

Right-click on the ZIP file and click “Extract all“.

A Command Prompt window will now open.

When asked for permission to run a script, enter “R” for Run once.
Run the script once UUP dump will now begin downloading and creating the ISO file for Windows 11 24H2.

Enter “O” when prompted to close the window.
The ISO file will now be created inside the extracted folder.
Once the ISO file is created, you can mount it or create a bootable USB flash drive to perform an in-place upgrade or a clean Windows installation.
Windows 11 24H2 speculated features
Windows Copilot
The first thing you may notice is that the Copilot icon in the taskbar will shift to the right, near the clock in the system tray. You can easily access Copilot by moving the cursor to the corner.
A dedicated Copilot setting page will also be made available within the Settings app as in Windows 11 24H2. On PCs with wide displays, this functionality lets users enable or disable the Copilot UI and configure third-party plugins and chat providers.
Improved snap layouts
Microsoft is adding more functionality to Snap Layouts for Windows. It is introducing a new feature in Windows 11 24H2 that uses machine learning to detect apps that are often snapped. These frequently used applications are automatically suggested by the Snap Layout interface when a user hovers over the maximize button on an app window.
Improvements to File Explorer
Microsoft also emphasizes how opening big ZIP files in File Explorer now performs better. Previously, it stuttered and took some processing time, but with Windows 11 24H2, this operation should be seamless.
Additionally, PNG files will allow metadata editing and reading with Windows 11 24H2. To improve the overall functionality of working with PNG files, users may add keywords, modify the description of a PNG file, and award a star rating in the properties dialogue.
Other changes and improvements in Windows 11 24H2
Other changes and improvements that are anticipated in Windows 11 version 2024 include the following.
With the Phone Link app, users will be able to use a linked phone as a webcam, mirroring the integration seen between iPhones and Mac devices. Additionally, a new settings page specifically for mobile devices will be included in version 24H2. If necessary, users can stop Phone Link services and adjust the phones connected to their PCs using this website.
Moreover, Microsoft is updating the battery saver and power settings with a new Energy Saver mode that works with computers that run on batteries as well as AC power. The Energy Saver mode helps prolong laptop battery life and save power on desktop PCs by reducing system performance to reduce PC energy consumption.
System requirements for Windows 11 24H2
Windows 11 24H2 will likely have the same system requirements as the original Windows 11 version, except for one major change. Although unconfirmed, there are rumors that Windows 11 24H2 will require the “Population Count (POPCNT)” instruction set to be able to boot. This instruction set has been included in Intel CPUs released in and after 2008.

Before starting the process of installing Windows 11 on your PC, we recommend that you start by checking whether your target PC meets the minimum system requirements.
When Windows 11 was first launched, Microsoft changed the minimum system requirements to ensure more security and reliability of the system itself. Here is a list of these minimum requirements:
- CPU that has POPCNT instruction set (unconfirmed)
- It’s a 64-bit only Operating System. 32-bit is not supported.
- Minimum 2 CPU Cores are required.
- TPM 2.0 is required for installation. TPM 2.0 was mostly integrated into 8th-generation CPUs. So at least an 8th Gen CPU is required.
- Only UEFI is supported. The legacy boot is not supported.

Create Bootable Windows 11 24H2 USB Drive
Creating a bootable device out of an ISO image is relatively easy. You can create a bootable USB drive as well as a DVD. However, we suggest that you create a USB drive as it is more convenient.
You can use Rufus or Ventoy to create a bootable USB flash drive using the ISO image that you have downloaded for Windows 11 in the section above.

Plug in a USB flash drive (at least 8GB) to your computer.
Make sure that all your data on the USB is backed up since it requires formatting where all stored data on the USB flash drive is lost.

Download Rufus from its website and install it on your computer.
Alternatively, you can also download the portable version which does not need any installation.

Install Windows 11 24H2 from ISO
Now that you have created a bootable drive using the ISO file, you can begin installing Windows 11 24H2. Here is how:

Plug in the bootable Windows 11 24H2 USB flash drive in the target computer.

Turn on/reboot the computer and open its One Time Boot Menu (Usually through the F12, F10, or Esc button).

Select the external USB drive to boot from the bootable USB.

You will now see a menu such as the one below. Click “Next.”

Windows 11 24H2 installation will begin after performing the steps above. Once the installation is complete, you will see the same Out Of Box Experience (OOBE) screen that was previously used in Windows 11.
Takeaway
Even though Windows 11 24H2 is not officially launched yet, you can still download it from the Windows Insider channels and get your hands on the latest features and improvements as they roll out.
That said, it is not recommended that you install Windows 11 24H2 on production environments at the moment since it is still unstable and may experience bugs often.
Moreover, if the information about the POPCNT instruction set requirement is true, then many ancient PCs will no logner be able to boot Windows 11 24H2 at all.
