Оно устанавливается только в том случае, если в системе имеется Internet Explorer 10 (IE10). причем без этого обновления IE10 не работает.
Суть проблемы в том, что при открывании разных вкладок, независимо от того закрываются они после этого или нет, приложение забирает часть выделяемых ресурсов Windows (дескрипторов) на себя.
При этом максимальное количество дескрипторов, выделяемых одному приложению, ограничено.
В результате выделяемый ресурс полностью расходуется и при попытке открыть новую вкладку (например Персонал или любую другую) она не открывается.
