  4. Then, right-click on Windows Installer again and select Start.

Besides, make sure both Remote Procedure Call and DCOM Server Process Launcher services should be started and set to automatic. Just double-click to launch Windows Installer properties. Go to its Dependencies tab to see whether Remote Procedure Call and DCOM Server Process Launcher is listed there or not.

Solution 2. Install App in Compatibility Mode

The error 1721 may be caused due to the incompatibility of the target application and current Windows 11 or 10. If so, just try the below steps to handle the problem.

  1. Right-click on the setup file of the software and choose Properties.
  2. Navigate to the Compatibility tab.
  3. Check Run this program in compatibility mode and select Windows 8 in the dropdown menu.
  4. Click Apply > OK to save the changes.

Solution 3. Run Program Install and Uninstall Troubleshooter (for Windows 10)

If a program is not listed in the uninstall options, you will be asked for that program’s product code. To access the code, you’ll need a tool for reading MSI files for its properties. The Program Install and Uninstall troubleshooter can help you fix the following issues:

  • Corrupted registry keys on the 64-bit operating system.
  • Corrupted registry keys that control the update data.
  • Unable to install new programs.
  • Unable to completely uninstall or update existing programs.
  • Unable to uninstall programs via Control Panel.

  1. Sign in to your Microsoft account.
  2. Update Windows to the latest version.
  3. Make sure the target app applies to Windows 10/11.

  • In computer safe mode, run msiexec /unregister in Run command to unregister Windows Installer and run msiexec /regserver to re-register Windows Installer. Then, restart the PC.
  • Temporarily disable any firewall or antivirus during the installation of the target program. Or, configure the firewall and security software to allow the installation.
  • Check if any malware or virus (including entry or add-on) installed on your computer prevent the installation.
  • Remove any damaged files with Windows Installer cleanup utility.

  • Type net localgroup to see whether there is the “Power Users” item in the list. If not, type net localgroup “Power Users” /add to add Power Users.
  • Run SFC scan.
  • Perform a system restore.

Run a Virus Scan

Re-register Windows Installer

Msiexec.exe is the Windows Installer file, which is responsible for the installation and uninstallation of applications on your computer. If this file is corrupted, it will inhibit the operating system from adding or removing software. One verifiable way of rectifying this problem, is by re-registering the file.

A re-register is essentially a process of reinstallation. Resetting any identities assigned to the installer. Anyway, the instructions aren’t too difficult. Just do the following:

1. The first thing you’ll need to do, is boot into Safe Mode.

Note: If you don’t know how to access Safe Mode, then I suggest you check out the instructions on my post on repairing error 0x800700b7.

2. Once in Safe Mode, press + R, type cmd and click on OK.

3. When Command Prompt appears, type the following and press Enter after each line.

msiexec u/unregister
msiexec /register

4. From here, close Command Prompt, then press + R, type appwiz.cpl and click on OK.

5. When Uninstall a program loads up, locate the application you originally wanted to remove, then click on it, and click on Uninstall.

Note: If you were attempting to install a program, then you should retry the installation.

If installer error 1721, continues to persist, even after the re-register. I suggest you restart your system first, then retry the install/uninstall. If that doesn’t fix the problem, then you should try one of the solutions below.

Use Windows Installer Cleanup Utility

The installer clean-up tool, developed by Microsoft. Originally created to remove and/or repair damaged files. That may be contributing to any installer related errors. Thus, as a viable alternative, you may want to download and run this tool.

Note: Microsoft has discontinued the Windows Installer Cleanup Utility, which means you will need to download it from a third-party source. I recommend you tread with caution.

Install Windows Installer 4.5

It’s very important that the latest version of Windows Installer is running on your system, as this will prevent any future or present errors, such as error 1721, from occurring.

New applications are always in development, and programmers are always looking at new ways to do things. Microsoft are thus, forced to adapt, by updating its services and components.

Have you ever experienced problems when installing Java or the likes on your computer? If yes, then you have faced one popular issue, the so-called 1721 Windows Installer error. The fundamental cause of this error is your PC’s inability to read the different programs or files that are required to run the installation program, thus, hindering the installation from proceeding. It’s neccessary for you to fix this error by solving any problem that may prevent you from installing your software and identify any problem occuring to your Windows system.

The 1721 Windows error will show like this:

The cause of this error is because your PC cannot read the files / programs it requires in order to complete the installation on your system.

Every time you install a program on your PC, a large number of files are basically copied from the installation program to your hard drive. This means that if you are trying to install a program, you first need to make sure the installation file is complete & operational, as well as fixing any errors your system has inside.

The way to fix this error is to first “unregister” and then “re-register” the installer on your system.
