Причём тут права админа? Специальна служба стима не запущен на компе. SteamService.exe называется.

Гугли steam portable download
На portableapps.com было что-то, но удалили из-за того, что valve запрещает модификацию. Может автор не бросил затею и выкладывает где-то…
На Бухте есть раздача, но там еще 2009 года, работает оно и работало ли вообще — неизвестно.
В любом случае, не проверяй на основном акке.

На каком компьютере запускается? Точнее запускался ли ранее с правами админа и с инет-подключением (офлайн с флешки работать корректно не будет вообще) на этом компе?
И отключены ли антивирусо-брандмауэры и прочее?
Можно было бы попробовать удалить ветку реестра одну от Стим-а, но права админа нужны по идее…
Короче, раз он ошибки пишет, значит вряд ли у Вас получится поиграть на рабоче-офисном\школьном\институтском компе.
Там и доступ в сеть ограничен обычно. А Стим этого ох как не любит, всяких ограничений.

все там старое… в факе ведь написано что стим должен фурычить если его скопировать на флешку

Да, но про права админа такого не сказано. Видимо, в совокупности это и вызывает проблему.
По идее, нужно заранее убедиться, что на компе нет Стим-а, а от него не осталось файлов\папок\записей в реестре.
После этого токо запускать Стим с флехи, для первого раза админские права понадобятся ТОЧНО. как и инет (с достаточно открытым доступом) всё время.
Хотя… Он и без прав админа с флехи и потом может не работать — надо экспериментировать.

права админа тут не причём, просто в системе не устанавливается стимовская служба, поэтому и не работает. Я уже не раз с этим сталкивался. Каждый раз после переустановки винды или переноса на другой комп.
По идее, нужно заранее убедиться, что на компе нет Стим-а, а от него не осталось файлов\папок\записей в реестре.
Это бред, наоборот если есть хоть какая информация о стиме в системе, то он хоть с любой флэшки запустится

Вопервых SteamService.exe лежит не в корневой папке, а в папке bin. Вовторых такой команды у него нету…

Можно на флешке создать autorun.inf в котором прописать чтобы запускался определённый батник с командой на запуск этой службы.
