It’s time to update my old AVMA license keys blog post! What are AVMA license keys? Automatic Virtual Machine Activation (AVMA) license keys are used to license virtual machines (VMs) hosted on Windows Server 2019, Windows Server 2016 or Windows Server 2012 R2.

Automatic Virtual Machine Activation (AVMA) acts as a proof-of-purchase mechanism, helping to ensure that Windows products are used in accordance with the Product Use Rights and Microsoft Software License Terms.
AVMA lets you install virtual machines on a properly activated Windows server without having to manage product keys for each individual virtual machine, even in disconnected environments. AVMA binds the virtual machine activation to the licensed virtualization server and activates the virtual machine when it starts up. AVMA also provides real-time reporting on usage and historical data on the license state of the virtual machine. Reporting and tracking data is available on the virtualization server.

Using the AVMA feature helps to reduce VM licensing costs because VMs are covered within the existing host servers’ licensing. See the licensing data sheet for more details.
Windows Server 2019 and VMs
The table above shows that you get unlimited VMs with the Windows Server 2019 Datacenter Edition and two VMs for the Standard Edition. In either case, use the AVMA license keys (see list below) in order to activate the VMs on the server.
What are the AVMA license keys that you should use for Windows Server 2019, Windows Server 2016, or any of the client operating systems (OS)? Take a look at the information listed below. You can see that there are keys for Window Server 2019, Windows Server 2016, Windows Server 2012 R2, Windows 10, and Windows 8.1. With these AVMA license keys you should be able to create the perfect test lab when using Windows Server 2019 Datacenter or Windows Server 2016 Datacenter, since it allows unlimited VMs. My test lab uses Windows Server 2016 Datacenter for this very reason!

What is AVMA?
AVMA (Automatic Virtual Machine Activation) lets you activate virtual machines running on a licensed virtualization host without having to deal with each individual virtual machine. The process takes place during the startup process of the virtual machine.
What are the requirements for AVMA?
- Datacenter Edition of Windows Server 2012R2, 2016 or 2019 as the management operating system.
- Hyper-V Role Enabled.
What can you achieve with AVMA?
- Activate virtual machines in remote locations. The supported OS level of host and virtual machines is Server 2012R2 and onwards.
- Activate virtual machines with or without an internet connection.
- Track virtual machine usage and licenses from the virtualization server, without requiring any access rights on the virtualized systems.
- Use it with SPLA to transparently activate tenants virtual machines.
AVMA in Windows Server 2019
- Can activate virtual machines running Server 2012R2, 2016 and 2019 or version 1809.
- Essentials, Standard or Datacenter Edition.
- Desktop Experience and Server Core Installation Options.
Implementing AVMA
- Deploy a virtual machine and install a supported windows server OS (2012R2, 2016, 2019 or version 1809).
- Install the AVMA key in the virtual machine using GUI or by running the following command from an elevated command prompt.
slmgr /ipk "AVMA Key"
After completing the above steps, the virtual machine will automatically activate against the virtualization host that resides.

Practical applications
On virtualization hosts, AVMA offers several benefits.
Server data center managers can use AVMA to do the following:
- Activate virtual machines in remote locations
- Activate virtual machines with or without an internet connection
- Track virtual machine usage and licenses from the virtualization host, without requiring any access rights on the virtualized systems
Service Provider License Agreement (SPLA) partners and other hosting providers do not have to share product keys with tenants or access a tenant’s virtual machine to activate it. Virtual machine activation is transparent to the tenant when AVMA is used. Hosting providers can use the server logs to verify license compliance and to track client usage history.
System requirements
The virtualization host that will run virtual machines needs to be activated. Keys can be obtained through the Volume Licensing Service Center or your OEM provider.
Note
In a failover cluster, each virtualization host in the cluster must be activated for VMs to stay activated regardless of which server they run on.
AVMA requires Windows Server Datacenter edition with the Hyper-V host role installed. The operating system version of the Hyper-V host determines which versions of operating system can be activated in a virtual machine. Here are the guests that the different version hosts can activate:

AVMA does not work with other server virtualization technologies.
How to implement AVMA
To activate VMs with AVMA, you use a generic AVMA key (detailed in the AVMA keys section below) that corresponds to the version of Windows Server that you want to activate. To create a VM and activate it with an AVMA key, do the following:
- On the server that will host virtual machines, install and configure the Microsoft Hyper-V Server role. For more information, see Install Hyper-V Server. Ensure that the server is successfully activated.
- Create a virtual machine and install a supported Windows Server operating system on it. ImportantThe Data Exchange integration service (also known as Key-Value Pair Exchange) must be enabled in the VM settings for AVMA to work. It is enabled by default for new VMs.
- Once Windows Server is installed on the VM, you install the AVMA key in the VM. From PowerShell or an elevated Command Prompt, run the following command:Copy
slmgr /ipk <AVMA_key>
The virtual machine will automatically activate, providing the virtualization host itself is activated.

You can also add the AVMA keys in any Unattend setup file.

Reporting and tracking
The Key-Value Pair (KVP) exchange between the virtualization host and the VM provides real-time tracking data for the guest operating systems, including activation information. This activation information is stored in the Windows registry of the virtual machine. Historical data about AVMA requests is logged in Event Viewer on the virtualization host.

Note
KVP data is not secured. It can be modified and is not monitored for changes.
Important
KVP data should be removed if the AVMA key is replaced with another product key (retail, OEM, or volume licensing key).
Since the AVMA activation process is transparent, error messages are not displayed. However, AVMA requests are also logged on the virtualization host in Event Viewer in the Application log with Event ID 12310, and on the virtual machine with Event ID 12309. The following events are captured on the virtual machines:

With the release of Windows Server 2012 R2 back in 2013, Microsoft introduced a feature known as Automatic Virtual Machine Activation (AVMA).
AVMA simplifies the activation of Hyper-V virtual machines (VMs) by seamlessly managing the process on a physical Hyper-V host that holds a valid Windows Server Datacenter license. This spares you the inconvenience of managing separate product keys for each VM.
During the VM startup sequence, the activation process occurs, linking the VM’s activation to the licensed Hyper-V host. This process allows you to license VMs even in isolated environments or remote locations without internet connectivity. Once the guest OS activates, it only checks its activation against the host until the next VM reboot, or for up to 7 days afterward.
Requirements for AVMA
- A Hyper-V host running a Datacenter Edition of Windows Server 2012 R2, Windows Server 2016, Windows Server 2019, or Windows Server 2022. Keep in mind that if you migrate an AVMA licensed VM to a Hyper-V host which is not licensed with a Windows Server Datacenter license, the VM will become unlicensed. In this case you should replace the AVMA key in the VM with another valid non AVMA license key.
- The Hyper-V Data Exchange Service (KVP), which is part of the Integration Services must be enabled on the VM.
- In the VM itself the Microsoft Hyper-V Activation Component Driver should have an enabled device status and should be working properly.
- AVMA does not work with other Virtualization Server technologies.
Supported Guest Operating Systems for AVMA
AVMA exclusively covers Windows Server guests. The table below illustrates which guests can be activated by each version of Hyper-V host. All server editions (Datacenter, Standard, or Essentials) installed with Desktop Experience or Server Core are eligible for activation.

Configure AVMA
To begin, ensure that the Data Exchange option is enabled in the Integration Services for the VM. To do this, open Hyper-V Manager, right-click on the VM, and select Settings.
In the Settings window, navigate to Management and select Integration Services. Ensure that Data Exchange is checked.
You can also utilize PowerShell to check if the Data Exchange Integration Service (Key-Value Pair Exchange) is enabled. To obtain a list of the running Integration Services for a VM, execute the following command (replace “VM name” with the actual name of your VM) in a PowerShell window (as Administrator) on the Hyper-V host hosting the VM.

To enable the Data Exchange Integration Service when disabled, execute the following PowerShell cmdlet (as an Administrator) from the Hyper-V host hosting the VM.
Enable-VMIntegrationService -Name "Key-Value Pair Exchange" -VMName "vm-tmpl-W2k19"
If you encounter any activation issues and need to troubleshoot, you can also ensure that the Microsoft Hyper-V Activation Component Driver is functioning correctly. To do this, open Device Manager inside the VM and inspect the Device Status of the driver.
To install an AVMA key in a VM (for instance, a Windows Server 2019 VM), execute the following command in a PowerShell window (as Administrator) on the VM:
slmgr /ipk TNK62-RXVTB-4P47B-2D623-4GF74
** You can also provide the AVMA key during an Unattended setup using an unattend.exe setup file. This allows the key to be injected during the build phase of that specific VM.
You can also utilize PowerShell Direct from the Hyper-V host to activate a specific AVMA key for a VM running on that host. Open a PowerShell window (as Administrator) on the Hyper-V host and execute the following command:

You can verify the correct installation of the AVMA key by navigating to All settings > Update & Security > Activation in the VM.
You can also check the VM’s AVMA activation status on the Hyper-V host by opening the Event Viewer and searching for Event ID 12310.
