    This is with windows 10 1809. yes I did read the previous «fixes» I do not know how they determined it was dolby drivers, that would be helpful to know how to determine what is breaking this, however I followed the steps and I didn’t have any dolby services running. The computer seems to be fine I have an issue with one program installing, it gets to the end the rolls back. So to trouble shoot I have the component services error and I have some 10016 errors, yes I have followed directions on correcting 10016 errors. I would like to be able to find this error in event viewer *maybe* it would be helpful but I think not.

SYMPTOMS

When opening the Component Services in the
Microsoft Management Console (MMC), an error is
produced like the one displayed below:

An error
occurred while processing the last operation. Error code: 8004e00f — COM+ was
unable to talk to the MSDTC. The event log may contain additional
troubleshooting information.

The Application event log may
contain:

   Event Type: Error
   Event Source: MSDTC Event
   Category: LOG
   Event ID: 4163
   Description: MS DTC log file not found.

   Event Type: Error
   Event Source: MSDTC Event
   Category: TM
   Event ID: 4185
   Description: MS DTC Transaction Manager start failed. LogInit returned error 0x2.

   Event Type: Error
   Event Source: MSDTC Event
   Category: SVC Event
   ID: 4112
   Description: Could not start the MS DTC Transaction Manager.

CAUSE

These errors are a result of a
missing or damaged MS DTC (Microsoft Distributed Transaction
Coordinator). Make sure that all Resource Manager that are coordinated by
MS DTC have no «in-doubt» transactions.

RESOLUTION

To fix the problem:

1. Use Windows Explorer to expand the %SystemRoot%\System32\Dtclog
folder.

2. If a Msdtc.log file exists, rename it to Msdtc.old.

3. Opens NOTEPAD and save an empty file as
%SystemRoot%\System32\Dtclog\Msdtc.log.

4. Open a CMD prompt and type: msdtc -resetlog and
press Enter.

Product: HP Laptop 17z-ca000

Operating System: Microsoft Windows 10 (64-bit)

When I co into Component Services and I click on COM+ Application I get the following error message.  How do I fix this?  This is a brand new laptop.

    Hi, i am getting this error and i cant fix it. Any suggestions on what I could do to resolve it.     Hi,

    Thank you for writing to Microsoft Community Forums.

    This error could be because of missing or damaged MS DTC or the Network Service account does not have sufficient permissions.

    We can try the steps mentioned below and check if that helps in resolving the issue:

    Method 1: Re-create the MS DTC log

    Re-create the MS DTC log, and then restart the service. To do this, follow these steps:

    1. Type Command Prompt in the search bar on the taskbar.
    2. Right click on Command Prompt icon and click on
      Run as administrator.
    3. At the Command Prompt, type the following command, and then press ENTER:
      msdtc –resetlog

      Warning The msdtc -resetlog command can cause data corruption if it is used incorrectly. Make sure that you do not have any pending transactions when you run this command.

    4. Type the following command, and then press ENTER:
      net start msdtc.

    If Method 1 didn’t help, please follow Method 2.

    Method 2: Re-registering the service

    Note: Important this section, method, or task contains steps that tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly.
    Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs.

    Follow the steps to take backup of registry.

    1. Press the Windows logo key + R to open the
      Run dialog box.
    2. Type regedit in the Run dialog box, then press Enter.
    3. Navigate to the location: HKEY_LOCAL_MACHINE\Software\Microsoft\MSDTC
    4. Right click on TurnOffRpcSecurity
      and select modify. Change the value to 1.
    5. Now, in Run box, type services.msc.
    6. Look for Distributed Transaction Coordinator
      and stop the service.
    7. Double click on the service and click on Log On tab.
    8. Now type NT Authority\NetworkService
      under This account.
    9. Leave the password section blank.
    10. Click on Apply and OK.
    11. Start the service.
    12. Restart the computer.
